Resilience Planning for Maryland Defense Communities

Biography

Annabel Cryan is a Director of Innovative Finance Strategies at STV, where she helps public agencies and mission-driven partners design and implement funding and financing strategies for resilient infrastructure. Her work focuses on advancing blended finance approaches — including revolving funds, public-private partnerships, and other nontraditional capital structures — to move projects from concept to execution.

Across her work at STV and previously at Quantified Ventures, Annabel has focused on how local, state, and federal actors can better align funding and financing tools to unlock investment in infrastructure, energy, and resilience.

Earlier in her career, she worked with the American Flood Coalition, partnering with coastal and defense communities — including in the Hampton Roads region of Virginia — to advance flood resilience policy and funding strategies. She brings a cross-sector perspective on how communities can move beyond grant dependence and scale durable investment.
